If you import goods by air from outside the EU to the European Customs Union, starting from 1 July 2023 at 12:00 PM Central European Summer Time (CEST), you can submit your entry declaration using the Import Control System 2 (ICS2), release 2. However, a prerequisite for this is that you have successfully completed a Self-Conformance Test.
Self-Conformance Test is mandatory
Starting from 1 April 2023, you can perform the Self-Conformance Test. Read the 'ICS2 Conformance Testing Documentation' on CIRCABC to understand the requirements for your test plan. Email your test plan schedule to mailbox OSWO-DOUANE-Support@douane.nl.
Transition Period
There is a transition period ('deployment window') from 1 July 2023 to 1 October 2023. The transition period for air carriers is different from that for postal companies, express couriers, and other house filers.
Air carriers
Are you an air carrier? Your transition period runs from 1 July to 1 August 2023. By 1 August 2023 at the latest, you must submit your import declaration according to ICS2, release 2. Until that date, you can still submit your Entry Summary Declaration (ENS) using ICS1.
Postal companies, express couriers, and other house filers
Do you belong to the group of postal companies, express couriers, or other house filers? Then your transition period is from 1 August 2023 to 1 October 2023. By 1 October 2023 at the latest, you must submit your import declaration according to ICS2, release 2. Until that date, you can still submit your ENS declaration using ICS1.
ICS2
ICS2 is the automated process of entry that applies to the entire EU (including Norway and Switzerland). This process ensures the security of goods entering the EU. The European Commission aims to enhance the quality of data to enable better risk analysis in advance. Automation of the process also aims to improve data exchange between EU member states.
